Towards a Solar Cadaster for the Monitoring of Solar Energy Urban Deployment: the Case of the Greater Geneva

Abstract

Due to the current climate change and energetic contexts, it is expected for solar energy to spread quickly in the coming years especially in urban areas. This study subscribes to this subject of solar energy and deals in particular with the relevance of using a conventional cadaster for capturing the pieces of information that are useful for the planning and monitoring of solar objectives achievement. Indeed, such cadasters remain for now mainly incitement tools for the different actors of the city to invest in the solar energy systems. Hence, the idea of the present work is to assess the relevance of the concept of cadaster as planning and monitoring tool for the cities and local collectivities, as a support for PhotoVoltaic large scale deployment and in fine to achieve the energetic transition goals planned at national level. The case of the Greater Geneva, a French- Swiss cross border metropolis for which massive and ambitious solar deployment policies have been implemented, is studied.
